Blockchain in the State: Greater probity and efficiency

There are many Popular Initiatives of Norm that did not reach the necessary citizen sponsorships to be discussed in the Constitutional Convention, but that the State should rescue as strong ideas.

Proposal No. 5,246 postulated that an independent body would supervise all public resources through the use of blockchain, including money that finally reaches private sources. In turn, initiative No. 41,546 sought to replace notaries with the system created for Bitcoin transactions.

Blockchain is a decentralized database that can be shared by a multitude of users in peer-to-peer mode, which guarantees that the information is stored without its data being falsified. It is already applied in the private sectors of mining, food traceability, ECommerce, among others.

This technological advance was already analyzed a few years ago in public-private tables led by the Ministries of Finance, Health, Corfo and Fonasa, and it is time to move forward on a roadmap towards a scenario that makes it possible for the State to use the blockchain. to manage the databases of the different public institutions, which today function independently and do not dialogue with each other, from the computer point of view.

It would also serve to sign Smart Contracts, trace supplies, accounting records, assistance, to grant certifications, tenders and investments.
